The bill that citizens pay for the waste concession in Tirana has gone out of control, deviating terribly from the government's own programming. In 2017, when it signed the concession contract for the Tirana incinerator, the government predicted that this concession would cost the citizens 6 to 7 million euros per year. This programming was maintained until last year, two years after the concession had entered into force and the concessionaire company had taken over the management of Sharra. More specifically, in the 2019 budget, the government programmed that the payment for the Tirana incinerator concession would be 6.1 million euros for 2020 and 7.23 million euros for the following year. But now the numbers have gone completely beyond any ceiling.
